Two points...

a.  it is only Mobile and/or Warship forces that are forward by the targeted faction upon success by the other side in a naval recon.  yes?

b.  secondly, will need an initiative roll here (Her Magistrix's Navy has naval movement)...

Correct, anything that would be on your naval tab. Transported Aero Groups on your ground tab are considered on the ground.

i thought only on fails you have a choice to attack in naval recons , and with resource raids i still need to stay for on round of combat and i get the FP amount of of what i used of what lower in the hex total structures in RP.

That is true. I was just informing him of the information he is required to give you. AKA, the naval assets. I did a little recap in your other thread for this world about raiding for Parms benefit.

As is, you have succeeded here! That means that has you failed your Resource Raid Pirate Insertion, you would know if had anything to stop you.

If you knew he had nothing there, you could just stroll on in anyway. But, since you succeeded in the Pirate Insertion there, it's irrelevant as you're guaranteed to land.
