Deep Periphery
Inspector Mash Franklin-Xen was moderately impressed with the space station. Shiny and new, with a few crews making sure bit by bit the thing was build to last (hopefully). Even with modified eyesight, it was hard to really see things, but while it wasn't the frenzied work Mash had seen other places, but it didn't seem anywhere near puttering out.
Walking around a bit more, a few changes to Mash's normal clothing didn't do much to mask the newcomers appearance those that knew the Inspector. Bigger than normal boots, a curious set of what seemed like earphones, and a curious mask that seemed bolted into the mouth of the Inspector which also covered the nose. Plus the common brown cloak was bunched up at the thighs due to static electricity.
Which was both understandable and alarming to the others. Understandable as there was no gravity out here, the armor the Inspector was standing on was effectively stationary (which was good, the magnets in the boots weren't that strong). Alarming as the Inspector was standing on the OUTER surface of the station's armor, with no suit of any kind between the Inspector and the near vacuum of space - for over 3 minutes now. If not for the careful and controlled movements, which called to mind thoughts of a robot (an image that would be either over or under half wrong, depending if one was thinking in terms of volume or mass), one would assume the crazy person was dead or dying. Even so, when the cursory (if slow) general outer surface inspection was done, those with the Taurian were happy when they were all waved back inside.
The Inspector waited for them all to enter before using a smooth side shuffle on the doors edge to result in rotating into the airlock, which was reasonable, as the others were all in multi-hundred kilogram spacesuits, and by being the odd one out was at risk of being accidentally crushed. The air rushed in once the airlock cycled shut and gave the all clear, the result being that Mash's robe and hair whipped around wildly, only the belt around the robe stopping it from becoming a problem (the suits, being hardened, sturdy constructs, gave no evidence of the wind rushing into the small room). However the air must have been pretty humid, as it only took only seconds for the static induced wrinkles to more or less go away. When the winds died down, but before the green light showing it being safe, the Inspector pulled off the mask, it seeming to unlock from teeth (from the sound ones could here with the air now present) from what the others could fit together, and inserted it into a small sac inside the robe. Working the jaw, the Inspector nodded to the other 2 and said: "Well, things seem to be going smoothly from a first impression standpoint, both from the bay to here and what I could see outside. How would you characterize things so far?"
The other 2, still in their CoPS spacesuits, looked at one another. One nodded to the other, and that one, the Captain of the station (which only sort of existed) spoke up: "I would also say things have gone smoothly. We are still concerned about MoC interference, but since one could say that they are part of why we are building this station, that would almost be stating the obvious. We'd like to speed up the construction, as we are still effectively sitting ducks for now, but if I'd have to pick either keeping things secret or having construction move faster, I'd pick the first one – our best defense is that we're not exactly where one would expect to find a space based staging point." Nodding to the person in the other suit, just as the light changed to green and the door opened, the speaker continued: "Doremi Noir and her team have done an excellent job, and while we've tried to stay out of their way, they've made doing so easy, plus they've been willing to give my troops and I small easy jobs so we don't go stir crazy, an important part out here in the middle of nowhere".
Doremi Noir popped the helmet and with a quick look at her effective co-commander, at least while construction was ongoing, then jumped in: "I would agree with that, however point out that those so-called "simple jobs" really free up my people to do a lot of other things, and so far I haven't heard a word of complaint. Well, other than even my crew would like a bit more supplies in order to get things done. They are all security cleared and bonded and contracted carefully for this mission, but even so, they are looking at being away from their families for another half year before everything is put in – however that last part doesn't really impact the military aspect of the structure I believe". With a wave of her hand (now ungloved) she pointed to the first speaker: "Lee Mastaff's people will then have the structure to themselves, but at least with the rotation schedule starting up once the station goes online means that they will then soon afterward be able to go home as well – as it is, shared misery seems to have resulted in few knocked heads, at least intentional ones. However even accidents are low for this type of construction I'd say, and that is probably one of the good things with the slow rate of the build". The other 2 put away their suits (Mash stepped forward to help, and once again the other 2 were of a mind of a robot – there was no gravity, but there was inertia, and once Mash braced, the suits were secured in short order), and began their float up to the bridge, Lee leading the way: "So inspector, as you can see, the halls are fully done all within all the main pathways...."

Reason: Emergency Meeting and Vote
Allies, I am hoping we can call a meeting of CoPS representatives in order to deal with emergency situation that impact potentially a majority of us. This faction called the "Dark" are directly attacking and killing millions of Taurians, plus pretty directly threatens Randis. In addition, the implication is that they are running supply lines near either Outworlds Alliance Space or less likely the Marian Hegemony. However while the path past the Hegemony is less likely, it is possible they are the ones that destroyed the Taurian Warship a few months ago and framed the Marians or Magistracy of even Canopus.
For all we know, most of the negative things attributed to the clans as a whole may be in fact due to these "Dark" that the clans seem so ashamed about to the point of ignoring them. On the other hand, there is the chance that these clans are using the Dark and their atrocities to soften us up. I and the Concordat as a whole don't know, and need to look to our allies for a bit of consensus.
In any case, the Concordat is at war. We need help, but don't wish to weaken our allies, in fact their being stronger would be to all our benefit. However for all that, we have items that need to be voted on, the sooner the better.
Please, let us work together to end this blight.
To the Honorable Protector Grover Shraplen,
The Taurian Concordat has the sincere sympathy of the Marian people. The Hegemony will do what it can to provide aid and relief to the victims of these crimes against humanity. However, while I am deeply concerned by these reports, I find it beyond belief that the Magestrix could consent to such atrocities nor likely that the Star Adder Khan could crawl so low. Such abominable acts could only bring the wrath of the Inner Sphere to a degree unseen since the fall of Clan Smoke Jaguar. Furthermore, the Marian Hegemony will not consent to another attack in defense of the Concordat, only to be basely accused of having beat the war drums when the war ceases to be politically expedient for the Coalition of Periphery States. This time we must see justice done, and see it through to the end.
Therefore, I suggest a superior course of action. Empress Elena has reopened diplomatic relations with Emma Centrella. Given the dire nature of the threat that all member of the Periphery may soon face, I feel we should reconcile with the Magistracy of Canopus immediately. The Magestrix is certain to recognize the tragedy that has befallen your citizens could just as easily befall the Canopians next. To these ends I am prepared to offer them the return of their Spinward worlds which are currently under Marian administration as a sign of good faith. I feel the clear and present danger of the "Dark" surpasses any of our earlier concerns, and I am prepared to bury our differences for the greater good, if they are willing to do the same.
Mind you, I would prefer to retain the industries on Dunianshire in order to reinforce coalition forces in the region. It remains a superior location to supply the Coalition front, despite the change in direction from which the enemy comes. For that reason, I have to question the decision of the Outworlds Alliance to remove their newly acquired facilities from the planet and their commitment to the Coalition. While I'm awaiting an answer, this act closely resembles looting or pillage, rather than the action of a just war. Behavior like this calls the purpose of the Coalition into question, and I find it difficult to associate with a nation that would condone it.
Nonetheless, I hope this is a misunderstanding. I hope to hear that the Outworlds Alliance stands ready to help us repel this threat. I hope the Niops Association is through accusing me of deception and belligerence. And I hope to hear anything at all from the Fiefdom of Randis.
Once again, the hearts of Marians everywhere ache for the victims of these atrocities. We will do whatever we can to aid them. I pledge that the Marian Hegemony will seek justice for these crimes.

I am worried. I haven't heard any commentary from any nation that yours has done anything untoward. The media has with the help a few government workers, but that is their purpose, plus we may now have evidence that these "Dark" somehow are good at manipulating Intel – very good. Also please remember, those worlds you are considering giving back to the MoC are worlds held at the behest of the CoPS agreements and would involve directly betraying the Niops, Outworlds Alliance and Randis governments, plus put the Concordat in an uncomfortable position – both politically and militarily – at a time you are claiming to wish us well. Also don't forget that your nation REQUESTED those worlds in order to prevent being caught in a general communications blackout and the attendant impact that would have to your economy. I could see Fanardir, as that could look to the MoC like a knife to the neck (in spite of being as you and I know at most a pencil held poorly), but that too should be determined via a vote of the CoPS members.
Also keep in mind the Hegemony WAS instrumental in bringing the CoPS into war with the MoC and their allies, and there is no shame in that, at the time it looked like they were up to no good, plus we know as FACTS that they had at least done a few actions that would have justified a war. In addition, both your nation and the MoC are imperialistic in their history, so no one can gainsay your past enmity. Your nation has however recently had some remarkable transformations, I suppose this could be part of that transformation.
That said, I no longer trust the MoC, but once the one time NCR was liberated from them, I frankly just wanted them to not bother us. Yet the MoC has conquered the NCR region once before. If Addasar had fallen, the solution would have been easy - make it the local capitol of a new nation with worlds around it, give them a military that was defensive in posture and let them go. Similar situation with Marantha. If the MoC was willing to have peace with those terms, then they would be welcomed. However as it stands, they likely want not only their territory back, but they want revenge, and I don't want any solution considered that allows them that as a viable, or at least easy, option.
You may feel that the MoC wouldn't stoop so low, nor the Star Adders, but I feel that the MoC just hasn't had a reasonable chance to show just how low they'd go, and the Star Adders are part of a social system that would make sinking so low publicly foolish in the extreme, a social system their own communications could be interpreted as suggesting they want to no longer be limited by.
I didn't know about the Outworlds Alliances actions in regards to that factory, and that is another reason to have representatives go to a summit: again, to air out our collective issues. In addition, you will be assured to having a Randis representative there.
I agree that the Dark is the present greatest concern in the region, which is why I requested we get together. I also think that it is SO great a threat we have to put aside minor grievances – air out our problems and try to work on them, but not make them the focus. I look forward to your agreement to such.

Honorable Protector Grover Shraplen,
I see wisdom in your proposal. An independent state would end the conflict and serve as a buffer between the Taurian Concordat and the Magistracy of Canopus. Just as importantly, it could be a place for the entire Periphery to rally against the threat from the Dark. Its creation would be easier with the cooperation of the Magistracy, but if necessary, Coalition forces could protect the sovereignty of the fledgling nation.
I am willing to offer the Magistracy an olive branch in order to bring them to the peace table, so that they might recognize this new endeavor. Their acceptance might indicate a change in attitude that could unite the Periphery in this time of danger, rather than drive us apart. Conversely, should they reject our offer and refuse to negotiate, then we will have a clear vision of where they stand, and we can deal with them accordingly. For this purposes, the world of Krimari makes a suitable peace offering. As for Fanardir, you may recall that the Marian stylus serves as both pen and dagger. However weak our grip, I intend to hold it until it is clear whether it is to be used as a bargaining chip or a weapon.
The summit you are preparing to host ought to be held on neutral ground. I will send a delegate invested with my authority to Fronc. The planet is central to the Periphery, and its recent history as a New Colony Region world means it lacks symbolic ties that might detract from our discussion. I fully intend for the Marian Hegemony to reach an accord with the Periphery representatives present.

Grover had found the largest building that was clean, had modern conveniences and was available for an impromptu conference. The good news was: it really was a well built building, updated to include its very own fusion power generator, every room had direct connection to the planet's internet and entertainment hub (which was underground, right next door), plus had a rooftop mounted AC2 just in case invaders came – it even came with catering potential. The bad news was: the building was a tavern, and there was no way to hide it.
Well, Grover was here, and he was the host, so he might as well get ready for the others to show up. He'd have to face the shame for not providing a better location by proactively thinking of ways to deflect it. He'd get his secretary looking up possible reasons they SHOULD use a tavern when getting back from the negotiations with the stonemason's guild. He'd had to promise to have built for the Tavern's owner a second, just out of town tavern as future payment (almost a franchise) for the use of the one that existed now, and he'd wanted THAT made out of 2 meters of interlocked stone as well...

The Knights of Randis had few members, but with a taskforce of them having helped in the war with the MoC, one was on hand to attend the Coaltion's meeting, and Brother Enzo had drawn the short straw. Its not, of course, he reminded himself, that there is any perticular shame in these things, in politics and meetings and what have you. It was more a case that there was a greater honor in the mechwarrior's calling, in war, in directness of action, in honesty and in other such things, and politics often detracted from that. Even the Grand Knights felt that way most of the time, he knew. Lucas Beckett knew how to swim in political waters, and from his experiance in cloister and blood house politics he did it well, but if he could avoid it, he did.
So Enzo foundhimself on Fronc, to see the leaders of the other CPS nations, in Beckett's place. Obstenably, Randis coundn't spare him because of the Dark. Perhaps that was true. Perhaps not.
"Protector Shraplen," he addressed his host. "I am Brother Enzo, on behalf of the Knights of Randis. The Grand Knight has briefed me, and so I can speak for our order in these matters." After getting pleasentries out of the way, he followed his host's advice and got himself a very large, very strong drink, and got to it. He'd be fine untill his fourth, he knew. Knights who had passed the old rituals could hold their drink.
Elena's appearance was entirely unexpected. Not that it should have been unexpected. Nobody, even most of the Marian Hegemony was unsure of where exactly she had been the past several months. If anybody knew, they weren't telling, not even the temporary Marian delegate, Prefect Bret Hedican.
As befitting her character, Elena made a simple, yet very elegant entrance. She paid no attention to the shocked looks as she simply announced her arrival by arriving. She was not here to drink or party, she was here on business and her mission was clear. Elena knew well the stakes and the positions of all the players. With her two aides behind her, she nodded to Prefect Bret Hedican who was daftly speaking nonsense to a representative of some trade union from the Taurian Concordat complaining about some aspect of the Gladius. He excused himself and joined Elena.
"Empress." He bowed courteously, but not very formally, they were in a periphery tavern after all.
"Prefect. Your resumé comes highly regarded. I can see how you handled the Taurian that it was not indeed exaggerated. So tell me Prefect, has the Ordo Vigilis tasked you with assisting me, babysitting me, or protecting me?" Without missing a beat, he answered her.
"Yes Empress." It was the best answer he could give. Elena gave a genuine smile.
"Very good Prefect. Very good. Now let's get to business." Elena and her entourage commandeered one of the bar tables. With a perfection born of years of service to elitist patricians, the aides rolled out a tablecloth of Marian purple, adorned with the crest of the Hegemony. Within minutes, Elena and her two aides had made a corner of the tavern into an impromptu sitting room, replete with appropriate Marian decor. Various computers, papers, and charts were carefully set in neat stacks within arms' reach of Elena's chair. The two aides then went to the bar and returned with a pitcher of the local brew.
The Empress was available.
Prefect Bret Hedican examined the heavy set stone walls of the tavern with satisfaction. Protector Shraplen had chosen the location well. What the pub lacked in niceties, it made up for in its exceptional construction. Not only could a small group hold the position, but available escape routes readily presented themselves. Fronc, recently colonized, had a rustic charm, but that couldn't fully disguise their practical approach to defense.
"I believe Caesar had just such a setting in mind when he gave his Frontiers speech to the Senate," Hedican remarked. The Marian delegation had seemed quite large in comparison to those already present. Fortunately, a few of them had been inclined to investigate the entertainment hub on arrival, so they managed not to crowd the bar.
The prefect had opted to wear his grey tunic and trousers, the golden triangle and eagle of his rank emblazoned on the left shoulder of his dress uniform and quite prominent as he turned to address the remaining Marian retinue. "The Outworlds and Niops representatives have yet to arrive. Nonetheless, we do have a quorum. Finish refreshing yourselves and prepare for the proceedings."
The orders were superfluous. Empress Elena's staff seemed prepared to hold court anywhere, and the delegation had followed suit. Hedican expected the atmosphere of the tavern would soon be as politically charged as the Marian Senate floor. He took a drink, toasting the Empress's health and comforted himself with a thought.
At least, the beer is good.
Inspector Mash Franklin-Xen noticed the entrance of both the representative from Randis, and the Empress from the Hegemony. The Protector was happily making sure that Brother Enzo had his drink, yet had somehow managed to miss the production which was the Empress setting up court. Mash had triple duty at this meeting. One was to report if certain questions came up – as the only direct witness of certain efforts in the room, that was potentially important. The second was to be the obvious bodyguard for the Protector – the obvious part hadn't been completed, but it was early still. The third thing was to aid the Protector move things along, even when the man was distracted. The Taurian Concordat was under the gun.
Wearing bigger than normal boots, a curious set of what seemed like earphones, a common brown cloak and a thick set of what looked like sunglasses made up Mash's clothing, but a set of gills could be seen if one knew where to look along the neck – a set more subtle than most. Moving away from the wall, Mash walked over to the Protector and caught his attention: "A third member of the CoPS is present, the Empress Elena of the Marian Hegemony. You said you wanted to..." The Protector waved the Inspector to silence and walked over to the Empress: "Greetings Empress Elena. Would it be acceptable if we pulled up a pair of tables and formed a bit of a semicircle? I want to leave spaces for the other representatives when they show, but I feel that time is of the essence." With her gracious nod, the Protector signaled Mash, who decided this was a perfect time to become the obvious bodyguard. Grabbing 2 of the hefty tables, one in each hand, Mash transported them over to where the Empress set up and set them down with a bit of space between them and an obvious space for later representatives. Brother Enzo followed behind.
Grover meanwhile had continued: "If it would please those present, I'd like to begin recording these procedures so that those that come later will be able to not only observe everything, but verify that everything being done is above board. In addition I'd like to institute a two modification rule to anything that we'd like to vote on, more changes would be unfair to those not present as the deal can be made into what amounts to a sweet deal otherwise. Lastly, I'd like to point out that only items that get all three representatives voting agreement will pass until additional members show up, and even then it requires three votes to carry a measure." With a few more nods (if a little confusion at the oddness of the request, Grover slid over a chair to the table Mash put down and said: "Well, in that case, I'd like to open the floor to suggestions for business. If there isn't anything up from your nations, I will then jump in with some issues that I must admit I feel is critical to my nation."
He is quite the politician.
"Protector, that's quite the opening statement from you. First of all, let me respond by stating that I hardly think it fair that we begin proceedings the moment you arrive. We are short representatives of the Outworlds Alliance, and I daresay their involvement is quite crucial to any resolution we come to. While it is nice for us to record the proceedings, our fellow states would not appreciate being screwed over regardless of whether or not we present them with a video recording of it or not." Grover did not appear to like that statement from her.
"Furthermore, the two modification rule could use some clarification. I'm not sure how two modifications is fair to those not present, but three isn't? Anything decided upon here is not fair to those not present. And nevermind the difficulty that the three of us will have in agreeing on important issues. Unanimity is a hard thing to come by, more so when you have three state of such differing compositions as us here." Elena raised her hand to forestall the criticism that she knew would be inbound.
"But if there is to be a meeting, I wish to be a part of it. And if we are to attempt to resolve any issues, let it be to start with the one most pressing to my nation. The MHS Carausius resides in the possession of an incompetent Coalition Admiral. The ship, the pride of our fleet was captured fighting the Adders. We were the only nation to commit our own naval resources to crushing the Adders, and yet after we shed our blood and tears, the Coalition seeks to reclaim the ship not for us, but for itself. Beyond that, the ship is a wreck and yet there has been no effort to move it to a nearby shipyard for repairs. She cannot do anything to serve the Coalition or Hegemony in the state she is in now.
So the Marian Hegemony, in recognition of the blood, toil, tears, and sweat that we have shed, demand that the Carausius be returned to her rightful owners. There are many other issues that I would like to bring up, but in fairness to the other states, the ship is the first issue we would like to consider, and the Protector, I would like to hear your issues."
"Well, my understanding on that matter can be put into two categories. The first is that it is my belief that the unit is seriously damaged, and it was hoped to be repaired before it was moved. Towing as a whole is not an option I thought as the jump cores would interact and destroy both vessels, however piecemeal transport is an option - which is a waste in this case as the ship, while damaged, is still able to fight. My second bit on the matter is that the forces in the region of that warship are thin, and they are protecting an important CoPS asset, an asset that we cannot send support to in a short time. That asset, if you will remember, is planned on being completed around 4 months unless more funds are directed their way. The next step of the plan was that repair facilities would then be added to that asset and then in turn begin the repair of the Carausius.
Now to proceed beyond my intel and going into the warship's disposition, I myself would think that a reasonable contribution to the CoPS general fund in order to allow it to replace the hole generated by the loss of the Carausius would be extremely fair to all members if immediate transition was required, but I would like it seen what evidence we have before calling the commander of that ship such career damaging things is in order. The Warship has importance to the Hegemony, and it would get it back. The CoPS would get funds to replace losses in its order of battle. On the other hand, if we waited until the warship wasn't as critical to the defense of the CoPS assets, I think that a thankful turnover of the warship would be acceptable as well. I suppose that I would prefer your people accepted a wait, but that is more a call you will have to make. Here, let me check..." After fumbling with the computer, the Protector came up with some large projected numbers.
[OOC] I think it is "directly worth" 24 RP right now, which is pretty hefty, but I'm pretty sure it is a bargain compared to what it can be repaired up to. If what I have on file is correct, that would mean the "real" value once it was repaired of a bit of damage would mean it was worth a whopping 171 RP (146.5 value now that way of thinking). Not sure my file is correct of course (or that I am reading it right), but that is what I have as an understanding. [/OOC]
Brother Enzo sipped his drink and listened. He knew little enough about warships to be able to speak to that, he knew, but he had ought to say something. "I think that the Protector's compermise is not totaly off base in this matter, but I think perhaps he over states things. Speaking as a member of this coalition, we surely will all incur losses over time, and it should be our policy to do what we can to make amends for thouse losses, so that all of us will be willing to risk them in the future. I do not think our Brotherhood would risk our own warship assets if we felt they would likely pass out of our hands, but I think we gladly would if we were confident that they would be retured to us.
"But, we must insure that this coalition does not simply become a tool of property recovery. The action that recovered the ship was one undertaken for all the member nations against our mutual enemy, after all, and one would imagine that all the verious members would wish to see a share of the gain from that action, rather than seeing it devolve to a single member, however wronged that member was in the past.
"I think a small contribution to the coaltion, to alow it to expand its air corps, might not be out of place, perhaps as a show of gratitude, a donation to the force that was able to right the wrong done unto the Marians by the Star Adders. But, I know little of the matters of warships, and so I would leave the details to you."
Pausing to think, Enzo went on. "When it comes to the missing nations, I think we must do as we will in their absance. Yes, we should have our brothers in our minds in these matters, and endevour to do what is best for all our nations, present and absant, but for the nation with such a great mastery of the stars to be absant, one must imagine is it not because they lack the capabilities. It is my hope that the Outworlds Alliance does attend this meeting, but if they do not then I would imagine that it would be by their own action, and let them live with what comes of that."
As Elena listened to the Protector speak, irritation flashed over face. The man was playing with facts looser than a Canopian Pleasure Circus was with their pants. She pulled out several of her own papers and glanced them over, still listening to the Protector and Brother Enzo.
"Protector, the ship is seriously damaged. However, where you get idea that it could be repaired in deep space is beyond me. The ship is jump capable. There is no need to scrap her in place and reassemble her elsewhere. There are shipyards but a few jumps away. The asset that you claim is only four months away, is over a year away in my government's most optimistic planning estimations.
Furthermore, my government is routing all available resources into that sector, and we are aware of several nearby CPS assets, contrary to your assertion Protector, whose combat effectiveness far outstrips that of a shattered and barely functional warship. Let us nevermind the fact that the ship has been there for over six months and yet still remains completely combat ineffective. She could have been to Lothario or New Venice, been repaired, and been back on duty by now protecting those resources." Elena turned to Brother Enzo next and resumed speaking.
"Brother Enzo, you speculate on why the Alliance is missing. Speculation has its' place. Interstellar diplomacy dealing with vast sums of money, lives, and resources is hardly the place for that. You speak of the CPS being for the benefit of all the member states on the one hand and then cast off those same states on the other. Such transparent political efforts do not benefit this Coalition."
Grover was slightly surprised at the tongue lashing including Brother Enzo: "Empress, I can't see where your people are getting their numbers, as I disagree with them, but in order to move to what I am guessing is the crux of the problem, let's put that aside. I think what you are saying is you and your nation is willing to: take the Warship, repair it themselves at their own expense, then return it to the same location in a relatively short time to protect the main asset there until that asset is at least moderately ready to do so itself? If that is the case, while I would want some hard dates before doing so, I can definitely see myself voting for that type of resolution." Nodding towards Brother Enzo: "However I do ask that you keep in mind what one COULD consider a political effort is instead a first attempt at a conciliatory gesture that went awry a bit. Just a request."

"Money is money, resorces are resorces," Enzo replied. "But as you say, the very lives of our people are at stake. That warship, if used correctly, could shield a world or many worlds from attack. The many warships of the Outworlds Alliance could do this as well, while the mechs and tanks of Randis and Taurus and Marius could protect them. Conversly, the money and resorces and technology of our nationed could makes the lives of our many people better, prevent hunger, illness, promote education. That is why we do this, is it not?
"And yet our brothers are absant. What can we make of this? As you correctly say, it is wrong to speculate, what ever ideas I may have about them, or you may. But I have no political agenda, asside from the betterment of all of our people. And can I do that when this body's decision making is being posponed, prevented, by the absance of our brothers?
"I do not propose that we should try and do ill to any one, save for our enemies, who would do ill to us. We should not cast off our brothers. But let us speak for a moment of other things, of the Dark, of the war with Canopus and with the Adders, of our on going reserch efforts, of all of these things. For the good of our own people, and for the good of the people of the Outworlds, we must move foward. We have to do something, what ever that is.
"If you are worried that we will do harm to the Outworlds in this matter, let me speak for them. I lived there for several years; I can not speak for what they would want, but I can speak for what they would not want. Perhaps that would asuage your aprehension. I know not what else we can do."
Grover seemed to take the speech by the Brother Enzo as an incomplete comment: "Be that as it may, can I take it that, in general, since this was the first issue brought up, you would be happy with my interpretation of the Hegemony's proposal? Such as if they provide acceptable dates and such you would vote for it?"

Prefect Bret Hedican looked up from where a Marian scribe was taking notes with a stylus on a flat electronic tablet.
"Empress, if I may."
Elena gave him a curt nod of permission. Clearly, Protector Shraplen's ignorance of the facts still had her fuming.
"The Protector has called this meeting to order. It is being diligently recorded for the benefit of our allies, but the fact remains. We have a quorum. There is nothing stopping this august body from doing what needs to be done, provided all present agree on the terms. In the absence of their participation, our allies have to trust our judgment. We may hear from them later, but we are obliged to act now.
"The first proposal on the table is the rest and refit of the MHS Carausius. The Protector has suggested its return to Marian Hegemony, so that we can rebuild the ship. This is not a mere salvage mission but the return of a national treasure. I assure you that the return of the Carausius will be hailed by the Marian people as a symbol of the strength of the Coalition of Periphery States and only further the bond between us.
"Meanwhile, we will assign Marian Navy assets to protect the Coalition's investment. While our analysts have calculated it will take longer than the Concordat's experts initially projected, rest assured, Honorable Protector, that the project still has our support. Furthermore, Brother Enzo, as you will see from these Coalition reports, we all stand to benefit." Hedican's aide passed out copies of the reports, including the Marian projections for completion of the station, for each party to review.
As the representatives took and reviewed the papers, Hedican added a final caveat. "This effort is best supported by the return of the Carausius. However, I would caution the delegates against setting specific dates in the interests of security, and request that we leave the finer details to the military commanders. If we might settle this issue, it would go far towards us making progress on darker matters"
Then he turned to Brother Enzo, calling for his vote.
"Are we in agreement?"
Brother Enzo was thoughtful. He was, after all, a mechwarrior more than anything else, so it was not easy to think about the valueation of something like a warship. The eyes of the others were on him, and he felt the pressure to offer some answer.
"As I have said, it is alawys our desire to do what is best for all of us, rather than what is best for just one or two of us..." Enzo paused as he saw another Brother enter the room, his face ashen.
"Forgive me, brothers and sisters," the newcommer said, before whispering in Enzo's ear.
"Are you sure of this?" Enzo asked, his face two quickly draining of color. "Very well.
"Randis gives its support to the Marian plan, because we feel it will alow the quickest compleation of the projects at hand, and alow the most rapid augmentation of the navies of this Coaltion and its members.
"And this is the time for it, it seems. My Brother informes me that the Dark have struck at our homeworld in irresistable strength. We will do our best to protect our citizens and delay their progress as long as possible, but I do not belive the final outcome is in doubt, unless this body, and more likely all the nations of this newest Star League, can act quickly. It may be fine and well that the Federated Suns sacrafice world after world, and the Taurians' own counterattack seems to be making headway, even as my own task force moves into position to join it, but for us we can hardly afford to wait. They have come in force here, and the capture of our factories and ship yards will streamline their logistics, making them a more formidable enemy than even before. I belive that we must cometogether and act in this matter, as we did before against the Adder threat."

Elena nodded at the comments now being made. Rationality was coming through to the discussion at last. Brother Enzo, however, brought up a disturbing point about the Dark.
"The Dark pose a serious threat to one of our member states. It is with that in mind that I would like to present a new member of the Marian delegation. He is here at our behest, as both a full member of our delegation, and a representative in his own right from his own state." That last remark would no doubt have set off warning bells in the heads of the other delegates assembled. One of Elena's aids stepped away at this time, going out of the tavern to, presumably, retrieve this new member. "He is also unqiuely qualified to speak to us about the clan threat, both in his home state, and within the reach of the Taurian Concordat. May I present to you Marshal Hadji Doru." Elena stood as the good Marshal was escorted into the tavern.
Having been escorted inside by one of the Empresses aides, Hadji Doru, dressed in civilian attire more common twentyfive years ago, first noticed Elena Logan-O'Reilly standing. Swiftly casting a glance at those others present, his gazed paused briefly on each of the delegation heads, before settling on the residing host.
"Protector Shraplen. A pleasure to see you once again. It has been some time since we last meet. How is the Land? It must be what, late spring there?"
Grover was a bit shocked when he said :"Yes, either that or early summer if you'd want to call it that. So, who are you here as?"
"As the Senior General of the Magistracy Armed Forces, Protector."
[OOC] It is obvious to those there that Grover isn't going to take the lead now (shock), so it will have to be someone else that steps forward to make a post - figured I should mention that so we can all proceed IC. [/OOC]
Elena inwardly smiled at the Protector's total confusion. Negating the Protector made life so much easier. She turned to Brother Enzo and spoke.
"Brother Enzo, I thank you for your support on the matter of the Carausius." She turned back to Grover and then spoke to him. "Protector, do you have any issue with what Prefect Hedican proposed on this state's behalf? Obviously the Hegemony is in support of its' own idea. If there are no objections to it, I would suggest that we deal with the Dark and their threat to the Brotherhood of Randis." Elena, who had risen to her feet upon Marshal Doru's entrance, retook her seat.
"Now I brought Marshal Doru because, as I said, he not only can provide the Magistracy of Canopus with a voice that I truly feel should be listened to, but also brings with him considerable military experience with, and against the clans, and still more knowledge of this region of space. If we are to deal with them militarily as a coalition, the Marshal may be able to provide valuable insight into the manner in which we go about that."
Grover nodded to the first part of the Empress request, and just sort of had an expression that could be likened to a computer rebooting after that...
Entering quietly, but moving with great determination, the communications officer went up to one of Protector Shraplen's advisors and handed him a Comstar package while whispering in his ear. Following that, his presence in the room now unwarranted, he slipped away into obscurity. In turn though, as a more suitable moment presented itself, the advisor moved across and informed the leader of the Concordat, that a missive had been received from the Outworlds Alliance and should he put it up on the screen?
Grover, having just completed his internal reordering, checked to see if there was anything that he would be interrupting. Making sure that his nod on the Warship issue had been an ascent (but not terribly worried about the matter, the timing was being moved up, but then again the Hegemony was footing the bill now), assuming that is that the Empress was willing to allow that she WAS infact willing to deal with CoPS matters at this time, Grover then motioned for Mash to aid setting things up so the missive was put it up for everyone to see.
Grover then said: "We seem to have a communications from the Alliance here, hopefully we'll see it soon..."
Darkness filled the screen for several seconds, before a Comstar broadcast logo came up. Moments later, the logo was replaced with Mitchell Avellar, head of the Outworlds Alliance.
"A short time ago I presented two bills to the Executive Parliament for ratification. Despite intensive debate, particularly in regards the second bill, both were passed into law."
"I draw your attention to the minutes of the Coalition meeting in regards the decision to go to war against the Magistracy of Canopus.

"The first bill dealt with the withdrawal of the Outworlds Alliance from the Coalition of Periphery Stats. That the ideals of the coalition upon which we joined were caste aside by those within who decided that the murder of our own people to create a fait accompli is unacceptable. And shows what little regard we the leaders of the Coalition, hold our people in."
"On record is that this nation did not vote yes for war on the Magistracy of Canopus. Instead, we abstained. However the hawks within the Coalition prevailed, and to war we went. Ostensibly to punish the Magistracy and to teach them the error of their ways in killing our servicemen and women. This action was successfully accomplished, yet now we see the action as merely as one of conquest, especially as those to profit most from the action were those involved in the destruction of the destroyer Maine."
"We were lied to. Tens of thousands of people died because of greed."
"As such, we renounce our position in regards to Dainmar Majoris and hereby return the system to Magistracy of Canopus control. All Outworlds Alliance units and ships incorporated into the CPS Militia are ordered to return to Alliance space forthwith. All Alliance assets currently in the New Colony Region have already been sent reassignment orders and are even now departing."
"It concerns me that the Fiefdom of Randis is under attack from the Dark. I have ordered units under my command into the area, and they will be operating to defeat the Dark in order to realise the recapture of the Fiefdom as soon as is possible."
Prefect Bret Hedican watched the verigraphed transmission without a trace of surprise. When President Avellar's message was complete Bret attempted to dispel the clamor that arose. Raising his hands as well as his voice, he addressed the entire audience. "Ladies and gentlemen! Ladies and gentlemen, this only confirms what we already suspected. Ordo Vigilis has been watching the Outworlds preparations to depart Dunianshire for weeks, and despite President Avellar's empty words, their withdrawal was not out of sympathy for the Magistracy."
Hedican looked to Senior General Hadji Doru. "Unless I miss my mark, the Outworlds Alliance has made no plans to deliver the manufacturing equipment they have pillaged from Dunianshire back to the Magistracy, nor have they engaged in peace talks. They have simply made their excuses to withdraw from the Coalition and gone home. The Outworlds Alliance has chosen to abandon us, leaving us with little more than a faint promise of assistance in the form of recapturing Randis."
Hedican's next words were as dry and bitter as the sands of Astrokaszy. "The Outworlds navy may fly home via Randis, but I'm concerned that the next set of wings that the people of the Fiefdom see in their skies will be that of vultures instead of allies."
He opened a map of star systems across the table, showing a swath of darkened Periphery worlds. "While the Star League may fly to the defense of the Federated Suns, the men and women of the Periphery must fend for themselves. We can not delude ourselves into believing that the Great Houses of the Successor States care about our fate. But together, the nations of the Periphery can defend against this threat. Alone, we perish. We can either pool our resources or we will be picked off one by one. The Outworlds Alliance has made its choice. Now it is in your hands to come to an accord that will ensure our survival. Let us have peace between us, or I fear that between the Successor States and the Dark, all will be lost."
Hadji Doru looked straight back at Prefect Hedican as the Marian official spoke. Showing no hint or emotion on the cragged features, he merely listened to what the Prefect had to say to those present in the room. Gradually the din had died down, to at least, some semblance of order was restored, as several of the more senior delegates preset focused their attention on the map. WHich was probably about the right time for him to speak again.
"It would appear then Prefect, that you may be in a bind. You need a committed effort from all those present in this room to fend off the Dark and restore Randis. That committed effort will require large scale troop redeployments and lift capability. How do you intend to undertake this mission when most of the Marian Armed Forces and a sizeable portion of the Taurian Defence Force and CPS Militia are tied to their garrison posts in and around the Magistracy?"
"That depends largely upon you, Senior General. What we have now is a Star League mandated cease-fire. That is not quite the same thing as a peace agreement." Prefect Hedican paused, cautious of the political minefield he was entering.
"We've allowed you to move troops under a Star League banner, but those forces have been very laconic about their intentions. Perhaps you could enlighten us. I think we could all breathe easier if we could demilitarize the border, but you need to be straightforward with us if we are fighting on the same side."
"The Magistracy has it's own goals, Prefect. Goals that support the Star League Defence Force and those we consider might benefit from whatever support we are able to provide. That is as far as I am able to enlighten you with, as I will not discuss troop deployments either here in an open forum or in private."
"It is up to those present here," Doru continued, making a sweep of those sitting and standing, "to understand the situation you put yourselves in."
Prefect Bret Hedican had hoped that a guest of the Empress would be more pliable, but Hadji Doru was far too canny for that. He would have to settle for deflecting Doru's challenge.
"What I am given to understand, Senior General, is that the actions of this Coalition prompted the Magistracy to join the Star League and at long last rejoin the common causes of the Inner Sphere. Perhaps it is time for all of us to show some unity of purpose. Where the Coalition of Periphery States has failed, the Star League may yet succeed in unifying us."
Hedican looked at each of the delegates in turn. The Outworlds Alliance's betrayal of the Coalition was too fresh. Protector Shraplen was still stunned. Brother Enzo was still reeling at the news of his world under siege. Only Empress Elena had kept her demeanor, which betrayed nothing. Of course, this left Hedican with no sign as to how his own performance was being judged. He pressed onward nonetheless.
"The Coalition militia was never intended as a tool of oppression. It was intended to defend us from threats against Periphery sovereignty, and the Dark is clearly that. They demonstrate just what a rogue group with Clan technology is capable of, and their crimes against humanity have gone unchecked. The Star League has resolved to go to war with these monsters, and I feel we owe the effort our full support."
Hedican nodded, willing the other delegates to agree with him, but under the circumstances it was difficult to gauge their responses. They were probably as ready as they could be for what he was about to suggest.
"Therefore I propose that we place the combined forces of the Coalition of Periphery States militia under the command of the newly elected Star League Defense Force Commanding General and give him the force he needs to face this threat. This will finally be one unified effort, and never again will a member of the Star League will be able to question our commitment."

"Just when did Canopus join the Star League? I don't remember that vote for some reason1. Even more to the point, while everyone seems to be caught up with the supposed innocence of Canopus for SOME things, it is very clear, from their own words and actions that they have invited others in to local space to initiate a change in the balance of power2 - and there is no denying that they had conquered a new nation due to the strength imbalance they already had3. Given that, just what do you expect they will do in the future, when they have insane allies that inexplicably have been supporting them4? First by supporting their assaults, then by forcing their being protected when there was a chance we could have forced a settlement. Which in turn would have allowed us to redistribute our forces - likely enough to have stopped these Dark, or at least been well better positioned."
"Also these Dark are awfully slick it seems. Think about it, they attacked Randis just when the Taurian Forces had left to check out a rumor about their possible hideout. Had the Concordat had even a third of our force from the assault of Canopus back, we likely wouldn't have moved off - especially as we were under the impression that Randis was going to be supported with a space force from the Outworlds5, but had we had our forces back, we wouldn't have ever moved off, instead using our main forces from the Concordat itself."
"Next, when did we see all members of the Star League actually claim that they would do... anything? Look at the Free Worlds League - they may not have the power right now, but they very well could soon enough. Add to that, they also seem to have dealings with the clans, have pretty much insured that nearly nothing is getting done, and will likely soon enough... never mind that, we will see how they move. Do you REALLY want our fates tied to such a structure? Even more to the point, there are MANY clans that are attacking the Great Houses, and only one Dark – plus the new head is effectively a clanner, and you may have missed it, but clanners don't look at attacking pirates in the highest light. So, you really think we are going to have that strong a serious force sent to help us? Having the Star League with these forces is the height of irresponsibility6."

3 – The nation was already recognized by 3 nations, and the MoC did flat out conquer them.
4 – No really, I STILL don't think that technically we stuck with the rules during that whole thing – it was a total mess in so many ways.
5 – Yeah I found the note that had me thinking it. I also found the note asking for verification of the forces being sent to Randis. Didn't make sure ENOUGH obviously. No blame, but obviously I was trying to be careful – I even asked Randis what, 3 times if they were safe before moving off?

Doru had taken a seat at the start of the Marians response. A raised eyebrow from him was the limit of his demeanour. That was before Grover Shraplen suddenly took centre stage. He had known the man for a long time, but by the end of the Protector's speech he felt sad. Stiil, what needed to be said, he said.
"So tell me Protector. When is it exactly that the Marian Hegemony and Taurian Concordant intend forming the independent state centred on Detroit. It has been what, nearly two years since your invasion. All I see is the revenue from these planetary sytems feeding the Taurian and Marian budgets".
"In that case you can't count. More money has gone into the region from the TC than has gone out to the TC1."

1 - This time Grover is splitting hairs a BIT, as while more RP has gone IN (from improved militia and such) than out to the TC, the ALLIES plus the TC does add up to higher (the RP from this area is also assumed to go to the Niops tech roll issue that the GM's have said they'd make a call on). Of course, we have that missing Factory that is so minor that IIRC you don't think it is worth bothering the GM's about or answering flat out questions so others can move forward on it... :(
On the other hand, the REASON that the NCR isn't split is 2 fold. One an OOC reason - can't find a PLAYER. The (weak) IC reason is that the MoC will just take it over again, or get a proxy like the Empire to do it for them. If you want to push me to going with this line, I am fine... to a point. Shoot, IIRC even you were accidentally shown some of the notes requesting aid in finding players for the nation before it was realized you were playing the OA. ???

Prefect Hedican jumped back into the verbal fray. Defusing the tensions between the states wasn't going to get any easier if Shraplen kept going.
"Senior General, we acknowledge that these former colony worlds are still under the administration of the Taurian Concordat and Marian Hegemony. As such they benefit from certain considerations as Star League members. As you are well aware, a newly established independent government would have no such assurances of being accepted into the League or being afforded the same protections. The cease-fire brokered by the Star League would no longer apply to them. We are not about to jeopardize the tenuous peace that we have achieved in a vain attempt to prop up a new government for the former colony region.
"It's clear that we have much work to do if we are going to accomplish any of the goals supported by the Star League. It may not be an ideal framework, but at it seems to be the only one in which we seem to share any common ground." Hedican glanced over at the overwrought Protector and then return his attention to Doru. "Senior General, if you could share with us the circumstances under which you are working with the Star League, perhaps the Coalition members present can discuss a more acceptable way to administer the worlds in question."
"Prefect. You missed your calling by three hundred years. I'm sure the Bureau of Star League Affairs would have welcomed you with open arms. There are few considerations I see of benefit when being occupied by a foreign power."
"However, I digress. The Magistracy has supported General Victor Steiner-Davion and the Star League Defence Force since it's reformation. Contributing well above requirements in regiments, equipment and financial aid. If I recall, post Butler, the drawdown of member nation forces had the Marian contribution at what? A single battalion equivalent. The Magistracy committment never waivered below two of our best regiments, plus supporting arms. This has increased in the last quarter, despite the attempts of those present here today to destroy the realm. The Star League itself is impotent. Strangled by infighting and power blocs that make any attempt at real reform or decision making, almost impossible. Our focus for a long time has been to ensure that General Steiner-Davion and his troops had the best support we could give."
"Excellent, so we now know you like the Star League, but not enough to actually join. You've noticed the infighting of Star League, but aren't willing to be part of the grimy process to try and steer it out of the filth. You can detect that being subjugated isn't a great thing - so long as it isn't yourselves doing the subjugating. I'm guessing that you are still under the belief that in those circumstances it is still the greatest thing since sliced bread."
"Of course, be both know that one of the reasons you're attacking the Clans is to get access to their technology. The reason being is we DISCUSSED it before your forces attacked us - and we disagreed even then. I agreed that some of their technology was impressive, and if we could update to their technology across the board that would be incredible, but the risk in lives was likely unwarranted. Even more to the point, the Concordat managed to trade with what I suppose you could call two and a half clans for their civilian technology instead for a small amount of resources – all of which was legal at the time and those resources were all promised to not be used for attacking the Inner Sphere. It is true that the Concordat hasn't managed to DUPLICATE their technology, but we've had now years to get our own technology up to churn out our own robust, but less technologically refined equivalents1."
"Shoot – at one time, when it was legal - the Concordat contemplated helping a clan that had a representative come to us that said they were in need. But then a ruling from the Star League amazingly came down just then and we had to regretfully say we couldn't help them. Which makes the actions of your nation and the Outworlds Alliance all the more painful to consider. Both of you did it for power. It is that simple. Both of you hope to get away with it. Actually, I sort of wish the Outworlds well in their effort, but that is because of some cultural elements that I've read about. Shoot, if it wasn't for the imperial stance that Canopus took when they weren't as powerful as we are talking about them becoming, I'd have wished them well also. It isn't like the CoPS or the Star League were against the Clans as a whole – members of both entities have examples of clan influenced nations, for us I mean Randis. However certain aspects of the clans WERE being rejected – and those aspects seemed to be the ones Canopus is keen to adopt."
"Now, since your nation has been invited here by the Empress, I know that the real issue must be a peace agreement. I'll admit that since your nation has Addasar, Brixtana, Palm and now Dainmar Majoris I can't push for the type of agreement I'd like, but in order to move things along, why don't you tell us your outrageous suggestion for how we'd go about it, which you will no doubt pepper with all sorts of protestations of innocence and high sounding double-speak. It seems likely you already have one vote locked up, however I'd at least like to get your issue dealt with, as it HAS managed to lock up so much time."
1 – The ruling back was that we were able to make Star League level equivalents, but we don't know enough to start "clan".
"Very well, Protector. The Magistracy requirement for peace is the return of all our worlds, less Detroit. In regards Detroit, you may do with it as you wish, providing the investment of all three partners in the industrialisation of the world is respected. In that, as there are three factories on the world, then one should go to the Taurian Concordant, one to the Capellan Empire and one to the Magistracy. Each to do with as they wish. After that, the Taurian Concordant may keep the world as they are currently doing, or whatever, as obviously it is a choke point in your foreign policy processes."
"Further. Acknowledgement by those responsible that the Maine incident was fabricated by those within the CPS who sort a fait accompli to invade the Magistracy. And whose actions murdered those crew members aboard said vessel. Next, an explanation from the Marian Hegemony as to why they attacked Thraxa without provocation from the Magistracy over three years ago. Lastly, monetary compensation to the Magistracy to replace our units lost when the CPS attacked."

Grover's face clearly indicated his shock at the ridiculous demands. The long silence suggested that others were surprised as well.
Grover got over it eventually and then said: "So let me summarize, you are suggesting that we acknowledge your new nation's invasion of another nation as valid by "returning" them to you, aid in an outsiders involvement by inviting in a nation that aided that invasion back in - plus turn over resources to them, then on top of that, you want to make sure everyone accepts a report, in a time when we have multiple reports on the same incident suggesting different instigators, that is the only one that makes the Canopus look innocent. Then taking that as a given, proceed to pay for your nation's adventurism, when you've already given others reason to believe you are planning to expand once again - abet where and how isn't clear. Then toss in an incident that proceeded the formation of the CoPS as an aside - when it involved a nation that has turned away from slavery when it involved one that still embraces it.
