"Long Live Chancellor Bhairava! Xin Sheng!" shouted the warriors of Syn's Hussars as they moved to seize control of Planet Liao.

"Chancellor who? This is House Master Bret Chin of House Lu Sann, the last chancellor died by her own hand and I can tell you; no one heard of 'Chancellor' Bhairava. You will stand down and tell your Terran lackeys that the citizens of the Shark Supremacy will fight with the same vigor and strength as we would defending our old government!"
[Defenders are located here, will be posted once intentions are made.]
As the 28.25 FP of Syn's Hussars prepare for battle, jump signatures are detected at the Nadir Jump Point.
"Attention Planet Liao, this is Admiral Frederick Charikov, Terran Hegemony Space Force. We are tranporting peacekeeping forces on a mission to stabilize this sector and prevent loss of civilian lives. We demand that all hostile forces in this sector stand down, and we have the means to enforce that demand if you press the issue."
"You have 72 hours to respond."
"You might have the force, but not the authority; neither from the Supremacy or Star League Council. As you can see Syn's Hussars is moving towards my troops and we will defend ourselves, if you move against us we will defend ourselves; you will bring war to the same people you hope to protect. We will keep this engagement small and will not involve civilians."

"I have the authority of the Terran Hegemony Advisory Council and the Director-General, and that is the only authority I require. My commanders inform me that your petty squabble will be underway before my peacekeeping forces can begin their landings, so enjoy your idiotic squabble while you can. When my forces arrive in orbit, we will enforce demilitarization of this sector; that can be voluntary or otherwise - your choice."
The threat of Terran intervention means that potentially disloyal units behave as if they are defending against the TH rather than fighting rebels.

2 Enemy unit disintegrates, taking double damage. If it survives, it receives a -1 on
simple resolution and initiative rolls for the rest of the turn.
Rebels inflict 28.25 FP after rounding. SS will recover 2.75 FP from damage control, so net losses are 25.50 FP
SS inflicts 18.00 FP. Rebels recover 1.75 FP from damage control, net losses are 15.25 FP
At the end of op round 1, Rebels have 13.00 FP left, SS has 19.50 FP left
Since op 2 is going to be a bit of a 3-way, we'll need operational initiative.

[Now that crit specifically says 'unit', and 'it' receives a -1, if I dont use them I dont get the -1 to the rolls?]
Before a reply came from the planet, the orbit around the world of Liao bust with activity, the lead vessel a Feng Huang Cruiser opened its comm channel, "This is Captain Charles Wu commander of the Yang Liwei, you are in violation of sovereign territory of the Shark Supremacy and unwelcome here. You will depart this space and not come back or we will make you. You have 6 standard hours to depart, hot load your drives if you have to."
Turning to his comm tech he spoke, "Contact high command and tell him what is going on."
"Captain, you are hardly in the position to give me orders. Your soverignty is not recognized by the Terran Hegemony, as you are simply the latest batch of vat-spawned usurpers to come to town. We have ample means to enforce our demilitarization of this sector. Stand down before you do something rash that you will regret."
['Unit' refers to the forces involved in the combat. To avoid the -1, you would need to sit out the whole force that was used in Op1, correct]
"So you do not recognize the sovereignty of the of the Shark Supremacy, so why must we respect yours? Admiral, I am not vat born, I was born on the of Sarna in the Inner Sphere and every member of my star was born in the Inner Sphere. So i request again for you to leave the world of Liao."
"It pains me that you would so easily throw away the world you supposedly are born from, jumping at the chance to be the lapdog of the Clanners. You sicken me, Captain. We are not leaving this system untill the fighting has been stopped, and the civilians you have displaced have been attended to. I say again, stand down."
"Hold on just a minute Admiral are you from the same Terran Hegemony who was being run behind the scene by clanners? You know the ones that ruled you for basically almost a century? You will leave this hex for as you do not recognize our realm, we do not recognize yours and your authority. Stay here and you will see clanners."

"The false Chancellor is dead, but before his death he showed his true colors. Not only was he given a way out to preserve the lives of his troops, but he unleashed chemical weapons against Capellan and Shark forces, against the Ares Convention and common humanity. Is this the type of person the Terran Hegemony supports?"
Cherikov laughed, "Against the Ares conventions, you say?!" he asked in mock surprise, "Perhaps you should ask your new masters what they did to my family, commander, before you try to throw stones. Enough of this, you had your chance to back down."
OOC: The actual combat is going to be pushed off to next turn in order to avoid last-minute simple res sillyness.
[Can nothing be moved in or out of this hex? I think i trapped the Terrans pretty well here and i would hate for reinforcements to show up and such spoiling my plans because of a delay. Can we lock the participants of this combat to those already in the hex?]

Kind of. The "turning point" scenario system will prevent the TH from doomstacking the hex next turn, but you'll have a degree of flexibility with what forces you use in the fight.
