The purpose of this vote is to determine which counterinsurgency strategy the Allied Council will officially endorse.

Proposal 1: Positive Reinforcement ("Skye plan") - if this plan is adopted, SHAFT will focus on rewarding communities for de-Blakification efforts, encouraging non-Blakist nationalism, and generally instituting projects to "win hearts and minds." This counterinsurgency proposal is weighted more towards public diplomacy efforts than to military intervention.

Proposal 2: Negative Reinforcement (Wolf Clan proposal) - if this plan is adopted, SHAFT will intensify steps to actively locate and engage Blakist holdouts hiding in the general population. Harsh punishments will be implemented against insurgents, as well as against communities that actively aid the insurgent movement. This plan is weighted strongly towards military and police operations, with a reduced emphasis on public diplomacy.

A simple majority is required to adopt one plan or the other, with abstentions not counted.

Each allied power is allotted one vote, and are required to verbally confirm their vote by way of a response. Any comments or explanation for their choice may be made at the same time. In the event that there is a discrepancy between the poll results and the verbal vote tally, the verbal tally will prevail.

saKhan Ragnar Magnusson votes for the Wolf Clan's counterinsurgency plan on behalf of the Rasalhague Dominion.

General Victor Ian Steiner-Davion, on behalf of SHAFT, abstains.

The Federated Suns votes for the Skye Plan.

Loremaster Katya Kerensky votes in favor of Clan Wolf's proposal on behalf of Clan Wolf.

"I have no doubt that a diplomatic approach can help transition these worlds away from Blakist influence, but to do so without a firm hand against those who would fight against us is to invite disaster. These so-called Werewolves must be rooted out and exterminated, no matter where they hide."

The Free Worlds League (MC) votes for the Skye plan.  Violence only begets violence, and we owe are former and possibly future citizen's more.  This is not to say violent outburst will not be prosecuted.

It is madness that we are even asked to consider this as a real option thought Vittorina Orloff as she began to state the Dual Crown's position

Barring of course a full background check and interview to insure no true Werewolves insinuate themselves into our zone."

The Taurian Concordat votes ofr the "Skye plan" option. Our citizens have suffered things like the proposed by Clan Wolf in the past, and it only brings death and poverty to the societies were it was inflicted upon.

"Daphne Vickers votes for neither plan, as a balance of them is needed.  You cannot reward people for continuing to support the criminals.  And, if they do, there must be real consequences.  However, you should give people an incentive to do what is right initially."

Clan Jade Falcon votes Aff for the Wolf plan.

 Countess Lamon Spoke after casting her vote. "The Lyran Commonwealth also abstains. It will take military action as well as public support missions to defeat the insurgency."

In accord with the will of the majority of voting states, SHAFT will adopt the "Skye Plan" proposal for dealing with the insurgency.

A report on the effectiveness of these efforts will be prepared for the council within 60 days.
