Just to clarify:

Forces en route to a raid do not circumvent hostile movement rules; they must still get to the objective legally. However, successful pirate insertion into the intermediate system will prevent air interception and make the hostile move much easier to carry out.

The key thing is, its not a freebie. The pirate roll is neccessary and involves the risk of a misjump. The pertinent section of the rules (emphasis in red) is:

Pirate Transit

For all order types except Invasion, pirate transit can be specified. If successful, hostile air defenses may not engage the "pirate" force; however, there is the possibility of a catastrophic misjump - roll on the Pirate Transit chart.

So, pirate transit may be specified for Hostile Territory Movement.
