Gentlemen..there will be some changes to the game rules very soon but to begin there is a change to the posting guidelines for combat threads.
The reasoning is in case sim res is required by staff. All combat threads will now require the posting of forces in the following format.

Example: 1st Lyran Regulars RCT 37FP (Ground) Invasion/5 FP (Aero) Ground Support.

If there are forces perfoming special orders IE blockade etc,etc these forces must also be listed separately from your main forces.

ALL GM simpres will be done from data present in the thread ONLY so if you fail to list defenders it is assumed that there is 1FP of militia! If you fail to list all forces in the hex IN the thread it will be assumed that they retreat to the nearest friendly hex adjacent to the target. If they are cut off they are automaticly lost. All combat not resolved before the end of the turn will be simp-resed by staff.

Exceptions will be granted on case by case basis and determimed by the GM staff.  It is preferred that the players resolve thier combat threads so as long as the Force listing requirements are met a neutral party may assist in resolving the thread in question.

This rules set is stil under development so discussion is encouraged.

First problem I see, is that an opportunist could start deliberately under-listing forces to force this outcome.

There is a solution to that:

The un-announced forces are doing the bug-out-boogey.  That tends to result in lost equipment, lost personnel, broken gear, injuries, and other factors we associate with "Taking Damage".

They should take damage-off the raid table, maybe, to indicate "Shit we forgot to pack or didn't have time" when they bugged out.

I don't worry about myself underlisting units, but I see the issue. It's not like the GM's don't have copies of our orders though. I mean, it's easy to have the force lists up. I think people should either declare simrez or look for proxies earlier in the turn though, gives more time to play the game. Perhaps a deadline for listing forces before the GM's do? Say three  to five days after the posting deadlines? People that aren't available should be making plans ahead of time to have someone, even a GM cover for them. Each faction should have a battle buddy. No one should be in this game alone. I know Chaos and I are usually open to resolve stuff.
