The Lyran units loyal to Robert Kelswa-Steiner had been gathering on Freedom, one of the many contingency plans put into place before the attack on Tharkad. Once he found them, it wasn't difficult to manufacture an excuse to get inside. Penetrating far enough to reach the command bunker was a different matter. That took finesse, and guts. That, or holding an offical rank and position.

The guards read his ID card and saluted before waving him through.
"You're all set Kommandant Reinhardt. The General and his aides are inside." Reinhardt returned the salute and retrieved his LIC ID badge, before walking inside to speak with the General. He knew even after becoming Diana Pryde's bondsman, that his ID would be useful again someday.
