I've got a couple of things that can give him a run for his money.

Failed Raid transit means you post your naval force and go after him, 1 round of battle.

Raginar, because we rolled for init (and you said you were leaving), because you won initiative, that means you bug out before the defenders can catch you.  So no combat occurs.  cheers
