What is the definition of "Allied Power? You keep using this term in your votes. Does this mean people who have a protectorate or all player factions?

Um this is just my opinnion.

But its the 8 factions with a occupation zone + the Regulan League.

The Regulans were busy killing the enemy blakists in the circinus federation by nuclear fire so didn't get an occupation zone but are still considered an allied power at least thats my read.

There are two tiers in the allied powers. There are the "occupying powers" - the 9 factions (JF, Wolf, RD, DC, FS, CC/MOC, Oriente, Marik, LC) who have actual occupation zones and then there are the rest of the allies - CHH, Raven Alliance, WIE, Regulus, etc.

On paper, the occupying powers have an equal voice to the other allies, but in practice they have more power since they exercise direct control over WOB territory.

But for votiing purposes, all the player factions get a vote unless they deliberately choose to withdraw from the Allied council.
And I looked, and behold a pale horse: and his name that sat on him was Apollyon, and Hell followed with him. And power was given unto them over the fourth part of the earth, to kill with sword, and with hunger, and with death, and with the beasts of the earth.
